- The collection contains records of the Gasenpot (Hasenpot; Aizpute) city board from the 19th century until 1920, which marked the end of the German occupation of the city during the First World War. The material reflects the life of the city in different areas and includes data on its residents. Accordingly, the collection consists of: accounts; draft lists of the city residents; papers on the issuance of permits for the construction of buildings; documents on the financing of the city police and other municipal institutes; papers on the establishment of urban infrastructures; papers on the elections of members to the city council and on the parliament elections during the 1905 Revolution; commercial certificates of enterprises in the city; and papers on the lease of the city’s property and estate. Part of these materials, such as draft lists, papers on parliament elections of 1905-1906, and enterprises’ commercial certificates include Jewish-related papers. Furthermore, the collection contains special documents that relate only to the life of the Jews, and to the activity of Jewish institutions in Gasenpot. These Jewish records date from the1890s to 1916. The materials include files on the leasing of korobka tax (a tax on kosher meat), data on payments of korobka and candle taxes by Gasenpot Jews, data on Jews registered in the metrical books, as well as papers on the elections of members of the synagogue board in 1895 (inventory 1, file 57), and on elections of crown rabbis in 1896-1899 (inventory 1, file 62). For example, the file on the elections of a rabbi includes the contract of 1897 between the Gazenpot Jewish community and the elected rabbi Hirsch Nurock, the performance report given by authorities on Rabbi Samuil Dubitsky who was a candidate for the replacement of Rabbi Nurock in 1899, and the requests submitted in 1899 to the City Board by Rabbi Haim Wulfart and Dr. Leopold Levenshtern, who applied for the appointment as the Rabbi of Gasenpot.

- After World War I and the establishment of an independent Latvia, the archival materials from the Tsarist period were consolidated into the newly organised Latvian State Archive which existed throughout the interwar period.
- Administrative/biographical history:
- From 1870 executive bodies of the municipal self-government system in the Russian Empire were city boards that were headed by mayors (gorodskoi golova). The members of the city boards were elected by municipal councils (dumas). The city boards were responsible for supervising finance, business, infrastructure, health, education and other issues in the cities. The City Board continued to operate even after the Germans occupied the city in 1916 during the First World War.
