- The collection contains materials of the Vitebsk governorate board construction department relating to the territories of the three governorate’s northwest districts (Dvinsk/Dinaburg, Rezhitsa and Lucyn, i.e. the Latgale region). The files include materials on the construction and repair of public buildings, schools, factories, bridges and houses. The files also contain financial documents, statistics and other records. Many documents relate to the history of the Jews in the region. An important part of the collection are documents concerning the construction of synagogues, mikva'ot (ritual baths) and kosher slaughterhouses in Latgale. For example, there are petitions to the authorities requesting permission to construct and repair these public buildings and records relating to the actual construction. These documents facilitate the study of the way in which synagogues, mikva’ot and slaughterhouses were constructed and inaugurated and enable us to learn about the obstacles that arose during this process. There are also Jewish-related materials relating to the construction of various factories, workshops, cinemas and other enterprises by Jewish entrepreneurs. Such documents attest to the extent to which Jewish entrepreneurs were integrated into the wider community and identify the main areas of their entrepreneurial activities. Many of the collection's files contain records on the sale of plots of land in the towns to Jews and by Jews, and on the construction of houses. In addition, the collection contains material on the construction and reconstruction of the Jewish city hospital and almshouse in Dvinsk (inventory 1, files 202B, 492), and documents which refer to the construction of Jewish schools (for example inventory 1, files 70, 217, 219, 397).
- Archival history:
- Many of the records originating in the Latgale region of Vitebsk governorate were originally consolidated in Vitebsk and Vilnius, and later in Mogilev and Minsk. Under the Latvian-Soviet Peace Treaty of 1920, the Soviet government transferred archival materials relating to the districts of Latgale region (Dinaburg/Dvinsk, Rezhitsa, Lucyn) to the newly organised Latvian State Archive, which existed in the interwar period. After the Soviet takeover of Latvia, the archive was renamed and established as the Central State Archive of the Latvian SSR. In 1962 it was decided to reorganise the archive and it was renamed the Central State Historical Archives of the Latvian SSR. The materials predating the period of Soviet rule were deposited in this archive, predecessor of the current State Historical Archives.

- The construction department of the Vitebsk governorate board began operating in 1865. The department was entrusted with the management and control of civil construction including the construction of roads, bridges, river docks, electric lighting, electric tram transport, telephone communication, cinematography, telephone and telegraph communication between cities, and more. The construction department was closed together with the governorate board in November-December 1917.
