- The collection contains material of the Courland governorate board construction department. The files include documents on construction and repair of public buildings, businesses and other buildings. A large part of the records in the collection relate to the construction of synagogues, mikva'ot (ritual baths) and a kosher abattoir (inventory 1, file 1315) in Courland. These documents allow the researcher to study the process of construction leading to the opening of these public buildings and to learn about the obstacles that arose. One of the files in the collection contains materials concerning the construction of the Talmud Torah (community-run traditional Jewish elementary school) in 1912 (inventory 1, file 1006). Another valuable section relates to the construction of factories, workshops, mills and cinemas in Bauska and Liepāja (inventory 1, files 918, 1355) and other buildings by Jewish entrepreneurs. Such documents emphasise the the extent in which Jewish entrepreneurs were involved in the processes of urbanisation and industrialisation, as well as identifying the main areas of their entrepreneurial activities in Courland. For example, there are requests for the construction of steam engines, electric lighting and electric installations in the workplace (inventory 1, files 598, 1099, 1452). One of the files in the collection from 1845 refers to the prosecution of the Jewish entrepreneur A Rubin for his work on road construction (inventory 1, file 388).

- During the 19th century most of the Courland governorate records were kept in Jelgava (Mitava) castle. In the 1920s these materials were consolidated into the newly organised Latvian State Archive which existed throughout the interwar period.
- Administrative/biographical history:
- Reform of the bodies supervising construction in the Russian Empire occurred in 1864, specifically the management of construction in provincial administrations. In addition, construction departments were established to examine and approve civil construction projects and to issue building permits.
