- The collection contains papers concerning the elections to the Russian State Duma in the Livonia governorate. It includes voter lists, minutes of the electors’ elections and of the Electoral Commission meetings, information on the course of elections, data on the electors, correspondence with mayors and government agencies about the conduct of the elections and on agitation. Some of this material include Jewish-related records. Files on registering owners of real estate in the cities in the voters’ lists contain some Jewish names. The names of the Jews who became electors can be found in the list of electors for participation in the Livonia Governorate Assembly for the elections of the III Duma deputy in 1907. Brief information about the Jewish electors can be found in the file concerning the elections of the IV Duma deputy in 1912. While this is not evident in the inventory lists, it is reasonable to assume that one would find Jewish records and names also in documents such as voters' lists in the cities of Riga, Yur′ev (Tartu), Valk, Verro (Võru), Fellin (Viljandi), Arensburg (Kuressaare), the districts of Riga, Venden (Cēsis), Volmar (Valmiera), and Pernov (Pärnu). The materials in the collection are of interest for the study of the participation of Jews in the parliamentary elections in the Russian Empire and also for those who are engaged in genealogical research.
- Archival history:
- After World War I, with the establishment of independent Latvia, the archival materials of the Tsarist administration were consolidated in the newly established State archive of Latvia that existed throughout the interwar period.
- Administrative/biographical history:
- In connection with the elections to the First Russian State Duma in 1905 a system of election commissions was instituted for the first time in the Russian state practice. Governorate and district election commissions were established in major cities including Riga as the centre of the Livonia Governorate. The commissions were called upon to ensure the legality of the electoral process. They considered applications and complaints arising during elections of the State Duma members. Property qualifications were required for voting and the electoral commissions examined the rights of property owners to register on voter lists. The elections were held in accordance with the curia system. With this objective four curia were created: landowners, urban, workers and peasants. At the first stage each curia separately elected its electors, and then at the governorates’ assemblies the Duma deputy was elected by the electors.
