The collection includes materials on the administration of the Governorate of Tbilisi during the revolutionary year of 1917 and the subsequent two years: orders and regulations of the Governorate Commissar and of the Caucasian Military District; minutes of the Congress of the County (Uyezd) Commissars at the Governorate; correspondence and other documents on the nationalisation of the nobility's estates and property; on the establishment of local courts and militias, on the elections to the constituent assembly, on issues of security, transportation, communication, healthcare and education.
The materials related to the history of the Jews include correspondence and other documents on the request of the Bureau of Georgian Jews' Synagogues to establish a Jewish Communal Committee in Tbilisi (1917) and correspondence on the arrest of anti-governmental activists, Jews and non-Jews (1918). Papers on the requisition of an armoured safe belonging to a Jewish resident of the Governorate are also a part of the collection (1918).
