- The collection of the Commissariat includes governmental orders and regulations on issues of education, including minutes of the meetings of the Pedagogical council of the Ministry of Education, correspondence on reorganisation, nationalisation and establishment of schools and appointment of teachers; data on schools and other institutions of education, including reports, lists of students, minutes of meetings. The Jewish-related materials include a request by a group of Jewish representatives to approve the establishment of a Jewish gymnasium in Tbilisi (1917-1918) and on the establishment of a gymnasium in the village of Kulashi (1918).

- The Main Historical Archive of Georgia received the collection in 1928.

- The Democratic Republic of Georgia was proclaimed in May 1918 and existed, as an independent state, until the Soviet invasion of Georgia and its Sovietisation in 1921.
