- The collection includes various materials on the activities of the local Merchants' society of Tbilisi: papers related to the elections of Merchant Elders, on the establishment of a local Commerce School, correspondence on various administrative issues, annual reports etc. Jewish members of the Merchants' society are mentioned in lists of the merchants of Tbilisi (1887, 1888, 1891 and other years), in papers related to exclusion of individuals from the Merchant estate and in correspondence on the issuance of various permits and certificates.

- In the 1920s the materials of the Russian administration in Tbilisi were transferred to the newly established Main Historical Archive of Georgia. In 1939 this archive became part of the Central State Historical Archive of Georgia, the predecessor of the current Central Historical Archive.

- The Merchant Elders, annually elected by the members of the Merchant Estate (Soslovie) in a given locality, handled various administrative issues relating the local Merchants' society (Obshchestvo).
