The collection reflects the various activities of the Municipal Executive Board of Akhaltsikhe, including administrative and organisational activities; planning and constructions, trading regulations, statistical reports, educational, sanitary and cultural issues.
Jewish-related data and documents can be found in several files: a file from 1910 documenting requests for various official permits and documents; a local census and a list of potential military draftees from 1917. A file from 1916 mentions a Jewish soldier, Daniil Shalomoshvili, accused of deserting his unit.

- In the 1920s the materials of the Russian administration in Tbilisi were transferred to the newly established Main Historical Archive of Georgia. In 1939 this archive became part of the Central State Historical Archive of Georgia, the predecessor of the current Central Historical Archive.

- The Municipal Executive Board in Akhaltsikhe was established according to the Municipal Statute of 1870 and served as the executive arms of the city self-government. It functioned until after the revolutions of 1917.
