The collection includes various materials on the political policing in Tbilisi and the governorate. It includes reports, investigation and surveillance papers on the Georgian and Armenian national movements, on various socialist organisations, on the workers' and peasants' movements, on illegal printing and publishing etc.
The Jewish-related materials of the collection are mostly found in the first inventory. They include surveillance materials on Jewish individuals suspected in revolutionary activities, inquiries on the degree of "political loyalty" of certain Jewish individuals, and investigation on Jewish locals suspected in illegal political activities. For instance, a file from 1899 records an investigation against M Zuckerman, suspected in the belonging "to the Party of the Zionists;" files from 1907 and 1908 include materials on F Kronstein from Tbilisi and R Mansherov from Surami, suspected in spreading illegal literature. Circulars of the Russian Police Headquarters (Департамент полиции) from 1908 mention the activities of the Zionist-Socialist partly Poalei Zion.

- In the 1920s the materials of the Russian administration in Tbilisi were transferred to the newly established Main Historical Archive of Georgia. In 1939 this archive became part of the Central State Historical Archive of Georgia, the predecessor of the current Central Historical Archive.
- Administrative/biographical history:
- The Provincial Gendarmes' Administration in the Governorate of Tbilisi was established in the late 1860s and functioned until after the revolution of 1917. It was mainly responsible for political policing and surveillance in the Governorate. In the 1900s some of its functions were transferred to other organisations, such as the local branch of the Russian secret police (the Department for Protecting the Public Security and Order; commonly referred to in Russian as Okhranka or Okhrannoe otdelenie).
