The collection of the City Police of Kutaisi contains materials on various subjects: law enforcement, residence permits and the residents' registration, ownership of real estate, sanitation control etc. The Jewish inhabitants of Kutaisi and the region are mentioned in general materials (such as lists of residents, reports on students of the local educational institutions, data on revolutionary activists and organisations), and in files relating directly to Jewish individuals and institutions. Part of the files includes photographs of suspects and criminals.
The Jewish-related materials of the collection contain general data on the Jewish residents, such as an 1842 report on Jewish births, marriages and deaths, lists of Jewish residents of Kutaisi (e.g. a 1912 list of "Russian" Jews living in Kutaisi and a general lists of Jewish residents from the same year), regulations and lists related to the conscription of Jews to the Russian army (from 1893 and several other years). Several files mention Jewish organizations and individuals – such as papers from 1912 on the Jewish social democratic party Bund, or files from 1898, 1907 and other years mentioning Jewish individuals arrested for political and criminal offences.
