The collection documents the activities of the Russian police in the Caucasus region during the Russian Revolution of 1905-1907. It includes materials on political parties, student movements, nationalists' groups and other organisations; on illegal distribution of books, political leaflets and proclamations and on underground print houses; reports on strikes, demonstrations, armed revolts and terrorist attacks; data on the suppressive activities of the Tsarist army and police, including data on political prisoners and expellees, and on individuals surveilled by the police.
In some cases, the files include data on Jewish activists or suspect – such as Burstein, a member of a group belonging to the RSDRP (The Russian Social Democratic Workers' Party) in Buynaksk, arrested in 1905, or Feinberg, an alleged activist expelled from the region in 1906.

- In the 1920s the materials of the Russian administration in Tbilisi were transferred to the newly established Main Historical Archive of Georgia. In 1939 this archive became part of the Central State Historical Archive of Georgia, the predecessor of the current Central Historical Archive.
- Administrative/biographical history:
- The position of Head of the Police in the Caucasus was created in May 1905. The head of the police served as the chief administrator of the Tsarist political police in the Caucasus region, directly subordinated to the Caucasian viceroy. The position was abolished in August 1906.
