The collection of the Governorate Office for City Affairs of Tbilisi includes materials on various local affairs in Tbilisi: elections, planning and construction, trade and commerce, residence and travelling permits, health and education.
The Jewish-related materials of the collection include mentions of Jewish individuals in correspondence, lists and other papers related to elections to various representative bodies, as well as in correspondence and regulations related to local businesses. A 1906 file mentions relief money budgeted to Jewish community, while papers from 1914 mention the question of Jewish presence in the municipal governmental bodies.
- Archival history:
- In the 1920s the materials of the Russian administration in Tbilisi were transferred to the newly established Main Historical Archive of Georgia. In 1939 this archive became part of the Central State Historical Archive of Georgia, the predecessor of the current Central Historical Archive.
- Administrative/biographical history:
- Governorate offices for city affairs were introduced by the Russian government as part of the city statute of 1870 and were designated to review complaints and disagreements, related to the actions of municipal administration. The Governorate Office for City Affairs in Tbilisi was established in 1874, when the city statute of 1870 was implemented in the trans-Caucasian region. It functioned until after the revolutionary events of 1917.
