Scope and content:: This fonds contains files related to businesses (and organisations) that (often temporarily) employed foreigners. The files mainly relate to the hotel and catering industry and the entertainment sector. They generally consist of application forms, declarations, correspondence etc. We note files for the following businesses and organisations: Hirsch et Cie (no. 836; dated 1954), Centraal Beheer van Joodse Weldadigheid (no. 953; 1950-1960), École Israélite in Brussels (no. 970; 1955), Fédération sioniste belge (no. 1587; 1959-1961), Cercle culturel et sportif juif (no. 1696; 1961-1965), Solidarité juive (no. 1706; 1961), WIZO Federatie België-Luxemburg (no. 2055 and 2249; 1969-1971), Fédération Nationale des Anciens Combattants et Résistants Armés Juifs de Belgique (no. 2255; 1970) and Fonds Alex de Vries (no. 2452; 1979). Administrative/biographical history:: The origins of today’s FOD Werkgelegenheid, Arbeid en Sociaal Overleg / SPF Emploi, Travail et Concertation sociale (FPS Employment, Labour and Social Dialogue) are found in the various services and ministries competent for crafts, industry and social policy – in particular the Ministry of Industry and Labour created in 1895. This ministry (called Ministry for Employment and Labour from 1959 to 2001) was notably in charge of supervising hazardous or insalubrious institutions, workplace safety and regulations, labour relations, social welfare and social security, etc. Throughout the twentieth century, the structure and competences of this ministry reflected the evolution of the employment policy and social relations in Belgium – see for example the further development of the social dialogue model and the social security system after the Second World War, processes resulting in the creation of new services and administrations such as the Dienst van de collectieve arbeidsbetrekkingen. Many competences (including job placement) were transferred to the Regions and Communities following the 1980 constitutional reform, although social policy primarily remained a federal policy area. The ministry (a Federal Public Service since 2003) also played an important role in coordinating the employment policy and ensuring equal opportunities (see the creation of the Institute for the Equality of Women and Men in 2002).
