Scope and content:: The collection contains copies of minutes of general meetings and meetings of the Board, the executive committee and the Presidium, documents about the work of the departments of the Council and Soviet institutions, liquidation of imperial institutions and correspondence about nationalisation of enterprises. It also included the minutes of the meeting of the department for public education on the inclusion of a Jewish school in the city's network of schools in 1918.

Archival history:: Materials were added to the archive as part of the standard local process.

Administrative/biographical history:: The Soviet of Workers 'and Soldiers' Deputies was established in 1917 and abolished by the Whites in 1918.
