The Russian Town Halls were established on the basis of a decree of the Senate on 5 July 1728. Along with the police magistrates they were judicial and administrative bodies of municipal government. In contrast to the magistrates in charge of all the management of the city (the criminal and civil courts, police and economic affairs), the town hall had a simple structure and fewer powers.
